The Need

The City of Tallinn needed a temporary public building solution for Stroomi beach that could be quickly assembled, disassembled, and potentially reused in the future. In addition, the city aimed to test a new procurement approach by combining an architectural competition with a construction tender into a single process — requiring a solution that was both architecturally strong and technically feasible from the outset.

Our Solution

Creatomus, together with Estnor, delivered a system-based proposal that successfully aligned design, engineering, and buildability — winning the combined competition and tender. From the moment the City of Tallinn signed the contract for design and construction, the Stroomi beach building was delivered in under one year.

This demonstrated that an integrated approach — combining architecture, engineering, and procurement into a single system — can significantly shorten the traditional project timeline while maintaining high design quality and buildability.
